There are about 600-800 open precinct committeeman positions in NC. There are about 8 precincts that don't even have a chair at all. Now, you don't have to live in that district in order to become a PC in another precinct in NC. Same thing with Chairs. The difference, though, is that if you ask to chair a precinct other than the one you live in, it has to be voted on by the executive committee. PC doesn't require a vote by the executive committee.
